  • Republic Act 8184 -- The Amendments of the Excise Tax on Oil Products which shift the Ad Valorem duty on Oil Products to Specific Tax

  • Republic Act 7653 -- The New Central Bank Act which restructures the Bangko Sentral ng Pilipinas

  • The Local Government Code, specifically Book II relating to Fiscal Matters, which grants Internal Revenue Allotment (IRA) to provinces and barangays and provides for Honorarium to Barangay Officials

His practice focuses on taxation, estates, and corporate law. He has also been primarily engaged in tax practice before the Bureau of Internal Revenue, Bureau of Customs, and Court of Tax Appeals.

 

He was a professor in Taxation, Political Law, Constitutional Law, and Public Corporations in the Ateneo de Manila University from 1977 to 1988.

 

He received his bachelor’s degree in Political Science from the Ateneo de Manila University ( 1967 ) and his bachelor of laws degree from the same in 1971. He was admitted to the Philippine bar in 1972. He then received his master of laws degree in Corporate Law from New York University in 1975 and joined this firm in 1977.
